PRONUNCIMIENTO PÚBLICO CENTRO DE INTERCAMBIO Y SOLIDARIDAD –CIS “RESPALDAMOS A LOS Y LAS JOVENES DE CINQUERA”La Asociación Centro de Intercambio y Solidaridad –CIS- ha venido acompañando al pueblo de Cinquera en su lucha por la educación, reconstrucción y desarrollo humano desde la firma de los Acuerdos de Paz. Como CIS hemos contribuido al Municipio de Cinquera con un Programa de Becas de Bachillerato y Universitarias desde el año 2000. Además, hemos acompañado el proyecto del Bosque de Cinquera, que es también una escuela sobre medioambiente, la naturaleza y que actualmente constituye el único pulmón de la región, entre otros proyectos.
Desde que nuestro país salió de la guerra, los líderes de Cinquera han enfatizado en el desarrollo integral de sus jóvenes. Actualmente gracias a la gestión Municipal, la SOLIDARIDAD INTERNACIONAL y nuestra colaboración existen 19 estudiantes becados en las diferentes Universidades y 7 que a la fecha se han GRADUADO como Profesores y Abogados/as. Antes de la guerra nadie de Cinquera pudo asistir a la Universidad. Después, con el esfuerzo de las Autoridades locales muchos jóvenes han podido alcanzar este logro importante.
Actualmente en Cinquera no existe un Instituto o Bachillerato. Pese a que se hicieron las gestiones necesarias para que el Ministerio de Educación atendiera dicha necesidad, nunca tuvieron la voluntad política para resolverla, por lo que el CIS, a solicitud del Alcalde, gestionó con el apoyo de la Parroquia San Roberto Bellarmine, de Estados Unidos, la contribución de $5,000 para el estudio y diseño de la Escuela. El Ministerio de Educación apenas ha asignado dos plazas de las cuales sola una es efectiva para enseñar a los estudiantes del bachillerato. La Alcaldía, a partir del año 2008, ha pagado otros tres Profesores para que los jóvenes puedan estudiar en Cinquera.
Las clases de bachillerato se dan en la Casa Comunal de dicho Municipio, ubicado a un costado de la Alcaldía y esquina opuesta al Parque Central de Cinquera; a pesar que este edificio no posee las condiciones básicas de un centro educativo. Cuando llegó el mitin del candidato presidencial de ARENA al parque de Cinquera junto con el sonido, los maestros no pudieron continuar con sus clases por el ruido generado. El candidato presidencial, además de ser acompañado de una barra móvil, fue acompañado por DOS EQUIPOS DE SONIDO Y UN BUS DE AGENTES ANTIMOTINES, los medios de comunicación. Además, repartieron camisas de ARENA exclusivamente a los niños y niñas de Cinquera.
Ante la brusca irrupción, los estudiantes decidieron protestar y expresar su opinión, un derecho protegido por la Constitución de la República de El Salvador (Art.6) y reconocido en Tratados Internacionales que han sido suscritos por El Salvador: Convención sobre los Derechos del Niño (Art. 13); el Pacto Internacional de los Derechos Civiles y Políticos (Art. 19); Convención Americana sobre Derechos Humanos (Art. 13); La Declaración Universal de Derechos Humanos (Preámbulo, Art. 19), entre otros.
Todo candidato tiene derecho a visitar cualquier pueblo haciendo campaña, pero debe respetar las horas de clases, a los estudiantes y a la realidad de la comunidad. En Cinquera la mayoría de familias perdieron familiares a manos de las Fuerzas del Gobierno durante el conflicto armado. Como no ha habido un proceso de reconciliación ni justicia, estas heridas están frescas y los representantes del Gobierno y su partido deberían saber del dolor que puede suscitar el hecho de venir con sus banderas, himno, antimotines y barra móvil.
Cinquera es uno de los pocos municipios en El Salvador donde no existen maras y todavía es un lugar sano. Pero esto no es casualidad. En varias ocasiones, maras de Ilobasco y Tejutepeque han entrado al territorio de Cinquera tratando de influenciar y establecer su liderazgo negativo en la juventud. Pero, debido al fuerte liderazgo y voluntad de las Autoridades Municipales y la organización de las comunidades, no se ha permitido la proliferación de delincuentes y maras como existe en la mayoría de las zonas del país. Por lo tanto, podemos decir con certeza que la delincuencia producto de las maras no ha encontrado espacio en dicho municipio, resultado de un sistema de vigilancia comunitaria coordinado por la Municipalidad en estrecha coordinación con la Asociación de Reconstrucción y Desarrollo Municipal -ARDM-, a falta de acciones o planes del Ministerio de Educación y el Gobierno Central.
Y por este medio queremos dar nuestro reconocimiento al Alcalde de Cinquera, Guillermo Rivera, su Concejo Municipal, a la Asociación de Reconstrucción y Desarrollo Municipal –ARDM-, al personal docente y a los/las jóvenes de Cinquera por su voluntad y respaldo a la Educación, a pesar de la marginación, la pobreza y a la falta de recursos; y por el hecho de impulsar un modelo alternativo de desarrollo el Gobierno Central les ha dosificado su respaldo por los últimos 15 años.
A la vez nos pronunciamos:
- Rechazamos el uso de los y las jóvenes, los niños y las niñas de Cinquera para la campaña electoral sucia.
- Apoyamos los derechos a la Libertad de Expresión e Información de estos y todos los niños y niñas.
- Denunciamos el acto arbitrario de la Ministra de Educación de desprestigiar a los Docentes del Instituto de Cinquera, de manera falsa e irresponsable.
- Pedimos al Ministerio de Educación asumir su papel y construir el Instituto de Cinquera y asignar las plazas adecuadas, como lo ha solicitado en reiteradas ocasiones la Alcaldía Municipal por varios años.
- Apoyamos y felicitamos la gestión de la Alcaldía Municipal y la Asociación de Reconstrucción y Desarrollo Municipal de Cinquera, en sus esfuerzos de priorizar el desarrollo de los y las jóvenes, y la educación como principal estrategia para combatir la pobreza y la delincuencia.

We at CIS have supported Cinquera´s high school and university scholarship program since 2000. Additionally, we have accompanied the development of the Forest of Cinquera, which also serves as a school for environmental and nature and currently constitutes the only lung of the region, among other projects.
Since the war ended in El Salvador, the leaders of Cinquera have emphasized the integral development of youth. Currently, thanks to the Municipal initiatives, INTERNATIONAL SOLIDARITY and CIS collaboration there are 19 scholarship students in different universities and 7 that have graduated to date as Professors and Attorneys. Before the war, no one from Cinquera could attend the University. After, with the efforts of the local authorities, many youth have been able to achieve this important goal.
Currently, there is no High School in Cinquera. Despite completing the necessary procedures so that the Ministry of Education would attend to this necessity, there was never the political will to resolve this. The CIS, at the request of the mayor’s office, managed, with the support of St. Robert Bellarmine Parish in the United States, the contribution of $5000 for the planning and design of the school. The Minister of Education has assigned two professors and only one of who actually teaches classes to high school students. The mayor’s office, beginning in 2008, has paid for an additional 3 teachers so that the youth can study in Cinquera.
The high school classes are held in the Community House of said municipality, located to one side of the Mayoral Building and on a corner opposite the Central Park of Cinquera, although this building does not meet the basic requirements of an educational center. When the political demonstration of the presidential candidate of ARENA arrived in the Central Park of Cinquera complete with two sound systems, the teachers could not continue their classes due to the noise generated. The presidential candidate, furthermore was accompanied by a bus of ARENA supporters from outside the municipality, TWO SOUND SYSTEMS AND A BUS OF ANTI-RIOT POLICE, as well as media representatives. Furthermore, they handed out ARENA t-shirts exclusively to children in Cinquera.
Confronted by this disturbance, the students decided to protest and express their opinion, a right protected by the Constitution of the Republic of El Salvador (Art. 6) and recognized in International Treaties that have been ratified by El Salvador – the Convention on the Rights of the Child (Art. 13); The International Pact of Civil and Political Rights (Article 19); The American Convention on Human Rights (Art. 13); the Universal Declaration of Human Rights (Preamble, Art. 19), among others.
Every candidate has the right to visit any town to campaign, but should respect the hours of classes, the students and the social reality of the community. In Cinquera, the majority of families lost family members at the hands of Government Forces during the armed conflict. Since there has been no process of reconciliation or justice, these wounds are still fresh and the representatives of the government and its party should know of the pain that can be inflicted in the act of coming with their banners, hymn [which calls for putting the “red” (referring to the FMLN) party members in their tomb], anti-riot police and a loud caravan of party members from outside Cinquera.
Cinquera is one of the few municipalities in El Salvador where gangs do not exist and the town is still healthy. But this is no accident. On various occasions, gangs from Ilobasco and Tejutepeque have entered the territory of Cinquera and tried to influence and establish negative leadership with the youth. But due to the strong leadership and will of the Municipal Authorities and the organization of the communities, the growth of delinquency and gangs has not been permitted, although they exist in the majority of the country. Therefore, we can say with certainty that neither delinquency nor gangs have found a space in this municipality, a result of a system of community vigilance coordinated by the Municipality in close coordination with the Municipal Association of Reconstruction and Development – despite the lack of action or planning of the Minister of Education and the Central Government.
We want to give our recognition to the Mayor of Cinquera, Guillermo Rivera, the Municipal Council, the Municipal Association of Reconstruction and Development, to the teaching staff and the youth of Cinquera for their will and support for Education, despite their marginalization, poverty and lack of resources. For the act of creating an alternative model for development, the Central Government has been so sparing of its support for these last 15 years.
At this time we state:
- We reject the use of youth, including the boys and girls of Cinquera, for the dirty electoral campaign.
- We support the rights to Freedom of Expression and Information for all youth.
- We denounce the arbitrary act of the Minister of Education to discredit the Teachers of the Cinquera School, in a manner false and irresponsible.
- We ask the Minister of Education to assume her role and construct a High School in Cinquera and assign sufficient teaching staff, as has been requested on numerous occasions by the Mayor’s Office during the past several years.
- We support and congratulate the management of the Mayor’s Office of Cinquera and the Municipal Association for Reconstruction and Development of Cinquera, in their efforts to place first the development and education of the youth as a principle strategy to combat poverty and delinquency.
